Activities of the Building Permit Complex:
1. Receiving and studying applications for building permits. Granting approval for building permits in coordination with agencies involved (Municipality, Public Works Authority, Kahramaa, Civil Defense Depart, and Ooredoo ..).
2. Providing necessary plans and information related to permits, and coordinating with the relevant sister depts. in the Ministry (MMUP).
3. Keep on trying to make the procedure of granting permits easier and faster, and improving the performance of the representatives of different agencies involved in the complex.
4. Supervising and helping the employees of different agencies, working in the complex, for their best coordination and output.
5. Coordinating with the “Engineers and Offices Accrediting Committee” (EOAC) by implementing their (EOAC) rules and regulations, while dealing with consulting offices and their engineers, and advising to take disciplinary actions against the Consulting offices and engineers, if necessary.
6. Preparing periodic reports about the number of applications and number of permits issued etc to update the relevant Government authorities and agencies.
7. Open Applications for building permits of all kinds.
8. Estimate fees for building permits.
9. Collection of fees (fees to open a file, Permit fees).
10. Study permit applications small additions and Permit.
11. Study permit applications hedge land and the issuance of Permit.
12. Study permit applications maintenance of the buildings and the issuance of Permit.
13. Study permit applications modification procedure and issuing Permit.
14. Study destruction permit applications and issuing Permit.
15. Study temporary license applications and issuing Permit.
16. Certification of completion of construction after the completion of the special requirements.

All drawings submitted to Civil Defense shall abide by Qatar Civil Defense requirements and the NFPA codes and standards. A copy Of Qatar Civil Defense requirements is split into two documents, the first one containing the guidelines and the second one is an Annex. Both documents are provided below.

The following documents are required for MOI-SSD to receive and evaluate design for pre-approval: 1. Official letter in Arabic director to SSD - MOI.
2. Copy of commercial registration with activity approved by SSD.
3. Authorization letter in Arabic from the owner to the approved contractor/consultant.
4. Copy of project contract.
5. Detailed list of all security surveillance equipment’s and devices BOQ.
6. Detailed drawing of cameras locations for each floor.
7. Cameras storage calculation details + Load calculation.
8. Control room design layout with all security system equipment’s.
9. Detailed schematic diagram drawing of system.
10. Technical specification of cameras and security system devices.

Regulations for the Installation of Electrical Wiring, Electrical Equipment and Air Conditioning Equipment

Road and Drainage Networks Design Dept:
The PWA is responsible for all public foul sewerage, surface water and ground water drainage systems in the State of Qatar.
All applications for sewerage and drainage for servicing new developments are subject to approval by the Drainage Affairs as part of the Building Permit approval procedure before such facilities can be built.
This Developer’s Guide is for small developments up to 350 persons, where the peak flow does not exceed 5l/s. Larger developments should be designed in accordance with the requirements of Drainage Affairs’ Vol 2 – Foul Sewerage design manual.
A house connection is defined as the connection from a development (comprising domestic, commercial, industrial, institutional premises, etc) to transfer foul flows to the public sewerage system.
For every house connection, a terminal manhole (Manhole Number 1 – MH1), in accordance with the Standard Drawings, should be provided and should be positioned as shown on 3.3.
The terminal manhole should normally have maximum depth 1.2m. The depth of first Inspection Chamber should be 0.45m.
- They should be designed and constructed to enable foul flows to pass to the public sewer without flooding or surcharge
- They should be of 150mm minimum internal diameter
- They should laid at minimum gradients 1:60
- They should be constructed to watertight standards in accordance with the standard drawings and specifications
- The last Inspection Chamber is known as MH1 (terminal manhole) shall be located within the property boundary but is PWA property.

BUILDING PERMIT APPROVAL REQUIREMNETS & PROCEDURES
- Check the project telecom infrastructure design with Ooredoo Engineers
- (Required for major projects such as, compounds, etc….)
- Prepare Services Site Plan (SSP). showing the location with North direction, Pin no, Legends, Ooredoo notes, Direction and Size of ( Ducts, Telecom rooms, Cable trays, internal wiring junction box , Manholes, should be Geocoded, AutoCAD -DXF Format and standard notepad text files, Ooredoo general notes and legends.
- Provide a building permit drawing file in AutoCAD Geocoded DXF Format. The consultant will prepare the design as per DC1 approval, as per Ministry of Municipality & Urban Planning (MMUP), with Ooredoo standard layers.

Qatar Fuel Company - Woqod
Procedures and requirements for Gas/liquid fuel installations:
1. Brief Description of the Gas/liquid fuel System required.
2. Construction Layout (DWG)
3. Proposed location of Fuel System incorporated in the layout
4. Detail drawings of the Fuel System
5. Detail data of all Fuel System Equipments
6. The required Installation shall be carried out by Woqod approved contractors.
7. All related materials and equipments shall be procured through Woqod.

Guideline for Plans Submission
Qatar Rail Company - Rail
Any Application has to be contained the following requirements:
Full proposed design details including; Architectural, Location plan, Structural plans, Sections and Elevations with QND (95) levels noted on all drawing, including the loading design and foundation details.
In case the land parcel has been sold during construction to new owner, the new owner has to be notified by Municipality that this Parcel is subject to Qatar Rail Permit Conditions, and he/she has to sign Qatar Rail undertaking form, In addition to that the same procedure followed in the event of changing the contractor or the consultant.
In case of a design change or make additions or amendment to the design, New NOC application has to be submitted to Qatar Rail.
